Workaround techniques (posing as a customer, claiming a scheduled call back) sometimes work once and destroy the relationship the moment they are found out.
Prepare rather than scheme
The first success factor happens before the call: knowing the name of the person you want. Asking for « the purchasing manager » signals cold outreach; asking for « Sarah Dawson » signals someone who knows where they are going. That name is usually on the company website or a professional network.
The second factor is the reason. One short, concrete sentence that does not try to impress. Reception filters vagueness far more than it filters salespeople.
The timings that change everything
Before nine and after six, reception is often not staffed and lines divert. Lunchtime has the same effect in businesses without cover.
That is not a workaround, it is simply the moment your contact picks up the phone themselves. It is also the moment they are most available, which improves the quality of the conversation as much as the odds of having one.

Make reception an ally
The person filtering knows exactly who decides on your subject, when that person is reachable, and sometimes whether the subject is live. Those three pieces of information are worth more than the call you were chasing.
Ask for them plainly when you do not get through: « I understand, could you tell me who handles this and when they are usually available? » The answer rate to that question surprises most people who try it.
Frequently asked questions
Should you call back after a refusal?
Yes, but not the next day and not with the same angle. A call back in two or three weeks, with a renewed reason, will not read as pestering.
Does email work better here?
The two complement each other: an email sent the day before and mentioned to reception the next day gives a verifiable reason, which changes the nature of the exchange entirely.
What about « send us a brochure »?
Send something short and personalised, and above all announce the date you will call back. Without that date, the brochure is a polite burial.
